Bangladesh’s First Nuclear Plant Nears Launch — Why Russia’s Rooppur Project Matters Far Beyond Dhaka
Rooppur’s first unit is moving toward physical startup, putting Bangladesh close to joining the nuclear-power club. But the project also highlights Russia’s continued influence in strategic infrastructure despite sanctions and war.
Bangladesh is approaching a historic energy milestone: the first unit of the Rooppur Nuclear Power Plant may begin its physical startup phase soon, according to statements from Rosatom chief Alexey Likhachev and reporting around the project’s commissioning process. Once operational, Rooppur will become Bangladesh’s first nuclear power plant and one of the most important energy infrastructure projects in South Asia.
At first glance, this is a domestic power story. Bangladesh needs electricity. Its economy has grown rapidly for years, but power demand, grid reliability, import costs and fuel dependence remain structural problems. A nuclear plant offering large-scale baseload power promises exactly what policymakers like to advertise: stability, industrial capacity, and reduced exposure to volatile fossil fuel markets. In a world where the Strait of Hormuz can shake global prices overnight, baseload energy has become a national security issue, not just an engineering one.
But Rooppur is not only about Bangladesh. It is also about Russia. The plant is being built with Russian assistance, Russian technology and Russian financing. That fact matters because Moscow remains under heavy Western sanctions and political pressure, yet Rosatom continues to operate as one of Russia’s most effective instruments of global influence. While oil and gas exports are constrained, nuclear diplomacy gives Russia something different: long-term technical dependence. Nuclear plants create decades-long relationships around fuel supply, maintenance, training, safety regulation, waste management and upgrades.
This is why Rooppur matters beyond Dhaka. A country that builds its first nuclear plant with Russia is not simply buying electricity. It is entering a strategic infrastructure relationship that may last longer than many governments. Supporters argue this is practical: Russia has the technology, the financing and the willingness to deliver. Critics ask whether dependence on a sanctioned power creates future vulnerability. Both arguments deserve attention.
For Bangladesh, the immediate question is execution. Nuclear projects are complex, politically sensitive and expensive. They require strong safety culture, trained personnel, transparent regulation and public confidence. A successful launch would be a national achievement. A delay, cost overrun or safety controversy would become a political problem quickly. Bangladesh is not alone in facing this dilemma. Many emerging economies want nuclear power because they need reliable energy, but nuclear energy also demands institutional capacity that cannot be improvised.
The timing is also interesting. The Middle East energy crisis has reminded governments that fossil fuel dependence can become a geopolitical trap. If shipping lanes are blocked, tanker insurance rises, or oil prices spike, import-dependent economies suffer first. Nuclear energy is therefore being rebranded in many capitals as an energy-security asset. The same countries that once hesitated because of safety, cost or political concerns are now looking at nuclear as a hedge against chaos.
Yet the Rooppur story also raises an uncomfortable question for Western policy. If Russia can continue building strategic infrastructure abroad while under sanctions, how isolated is Moscow really? Sanctions may limit some sectors, but nuclear exports, arms relationships, food, fertilizers and energy partnerships allow Russia to remain embedded in parts of Asia, Africa and the Middle East. The West may call Russia isolated; many countries receiving Russian technology may not see it that way.
There is also a China angle. Bangladesh sits in a crowded strategic field involving India, China, Russia, Japan, the United States and Gulf investors. Energy infrastructure is never neutral in such a setting. Rooppur gives Russia a long-term role in Bangladesh’s power grid at a time when every major power wants influence over supply chains, ports, digital infrastructure and industrial corridors.
The optimistic view is that Rooppur brings Bangladesh closer to energy independence and industrial modernization. The skeptical view is that nuclear dependence on Russia creates a new kind of strategic vulnerability. The realistic view may be somewhere in between: Bangladesh needs power, Russia needs influence, and both sides see the project as useful.
Rooppur’s first unit may be a national energy breakthrough. It may also be a reminder that the global order is no longer divided simply between sanctioned and unsanctioned states. In infrastructure, the world is more transactional, more multipolar and more uncomfortable than that.
