Ningming Under Water: Typhoon Narra, El Niño—or HAARP? What the Guangxi Flood Evidence Actually Shows

Typhoon Narra’s rain bands and upstream inflows flooded Ningming and forced mass evacuations. El Niño and warming can alter the risk, while viral HAARP and geoengineering claims lack the measurements needed to support them.

Floodwater swallowed streets and homes in Ningming County, Guangxi, after days of torrential rain. Boats replaced cars, emergency crews built temporary crossings and tens of thousands were moved. Online, the physical disaster was followed by a second storm: claims that HAARP, geoengineering, chemtrails or electrically charged metal particles had manufactured the event.

The documented meteorology begins with Typhoon Narra. Its circulation lingered around the Beibu Gulf and pushed repeated rain bands into southern China and northern Vietnam. Ningming endured continuous heavy rain beginning over the weekend, while upstream inflows added water to already swollen rivers. Xinhua reported that more than 22,000 stranded people had been transferred in the county by midday Tuesday. Reuters, citing state broadcaster CCTV, reported roughly 54,000 relocations across Guangxi.

Water levels in parts of Chongzuo exceeded previous records associated with the 2008 floods. That severity deserves investigation. It does not, by itself, identify artificial intervention. The relevant evidence includes rainfall totals, river gauges, soil saturation, reservoir releases, drainage capacity, land use and the path of Narra's moisture plume.

El Niño is a plausible part of the large-scale background. In 2026, forecasters have warned that warming in the central and eastern equatorial Pacific could develop into an exceptionally strong event. El Niño can shift where tropical cyclones form and alter atmospheric circulation. Some storms may travel farther over warm water, organize differently or send moisture into unusual regions. It does not act like a remote-control switch that creates one flood in one county.

Climate change is another layer, not a substitute for weather analysis. Warmer air can hold roughly 7% more water vapour per degree Celsius, providing storms with a larger moisture reservoir when circulation is favorable. Warmer oceans can support intense rainfall and may slow the weakening of tropical systems. To quantify how much warming changed Narra's rainfall, scientists would need an event-attribution study comparing the observed climate with modeled conditions without human-caused warming.

Now consider weather modification. Cloud seeding is real. More than 50 countries operate programs intended to enhance rain or snow, disperse fog or reduce hail. Typical methods introduce particles into clouds that already contain suitable water and temperature conditions. Results vary, and separating a small seeding effect from natural variability is difficult.

The World Meteorological Organization draws a sharp boundary around what current methods can do. Weather systems contain enormous energy; there is no demonstrated cloud-seeding method for creating or steering tropical cyclones, generating floods, controlling tornadoes or manufacturing a large severe storm. The WMO says claims of dramatic, large-scale control lack a sound scientific basis and should be treated with suspicion.

HAARP is also real, but its purpose and physical domain matter. The High-frequency Active Auroral Research Program uses radio transmitters to study the ionosphere high above the weather-producing lower atmosphere. It can create small, temporary disturbances in a limited ionospheric region for experiments. A typhoon operates across vast volumes of the troposphere and releases energy orders of magnitude beyond the facility's output. No known pathway turns a HAARP experiment into targeted rainfall over Guangxi.

The claim that aircraft filled the air with aluminum, barium and strontium nanoparticles, which were then electrically charged into “monster storms,” requires a chain of evidence. Where are the calibrated air samples? Which aircraft flew what routes, carrying what payload? Do radar and satellite data show an anomalous initiation point? What concentration could change cloud dynamics at typhoon scale? Viral videos of persistent trails do not answer these questions. Contrails can last and spread when high-altitude air is cold and supersaturated; grids and curves can reflect flight paths and winds.

Skepticism should run in both directions. Governments have conducted secret military and environmental experiments before, and proposals for solar geoengineering deserve public scrutiny, international rules and environmental monitoring. Dismissing every concern with ridicule can increase mistrust. But suspicion becomes analysis only when it generates testable predictions and survives measurement.

The immediate policy failures may be more ordinary: construction in flood-prone zones, inadequate drainage, weak reservoir communication, deforestation, insufficient evacuation routes or warnings that arrived too late. Those questions can be investigated now and may save lives before the next storm.

Ningming's flood is therefore not proof that weather modification is impossible in every form. It is proof that a dramatic video can invite explanations far more dramatic than the available evidence. Narra, saturated land, upstream water and a changing climate already provide a coherent physical account. HAARP and charged-metal theories have not supplied comparable data.

What to watch next

Watch for station-level rainfall, river and reservoir records, a formal attribution study, evacuation-performance reviews and any documented cloud-seeding flights in the region. Extraordinary claims should identify measurable fingerprints before they are promoted as causes.
