The United States is preparing to turn the global artificial-intelligence race into a loyalty test.

Reuters reports that Washington is drafting a message to partner countries warning that they may not be able to participate simultaneously in the U.S.-led AI coalition and a rival Chinese framework.

The proposal is not yet a final policy.

The State Department draft has not yet been formally distributed.

Its direction is unmistakable.

The United States wants countries to choose.

The initiative centres on Pax Silica, a U.S.-led framework intended to align artificial intelligence, semiconductors, critical minerals, data infrastructure and technology supply chains among trusted partners.

Japan, Australia, South Korea and other U.S. allies are already involved.

Washington sees these technologies not simply as commercial products but as strategic infrastructure.

Advanced AI depends on chips.

Chips depend on manufacturing equipment, minerals, electricity and data centres.

Military systems increasingly depend on all of them.

From the American perspective, a partner cannot credibly join a trusted technology bloc while simultaneously giving China access to the same supply chains, standards or sensitive infrastructure.

China sees the issue differently.

Beijing argues that Washington is using national security to preserve technological dominance and force countries into an artificial Cold War division.

China has built its own ecosystem of AI models, cloud platforms, telecommunications equipment and industrial standards.

Its open-weight models are increasingly competitive and often cheaper to deploy than American alternatives.

That gives many developing countries a practical reason to work with both sides.

Kazakhstan has already become a useful test case.

It has engaged with U.S. initiatives while also participating in Chinese frameworks.

Washington reportedly views that dual alignment with concern.

The pressure creates a difficult choice for middle powers.

A government may prefer U.S. chips and security relationships but Chinese infrastructure and trade.

A university may use American frontier models while businesses deploy cheaper Chinese open models.

A mining country may sell critical minerals to both.

The emerging U.S. approach says that such neutrality may become increasingly difficult.

This is bigger than deciding which chatbot a government uses.

Technology ecosystems create long-term dependency.

Choose one country’s cloud infrastructure and your data architecture evolves around it.

Choose one semiconductor standard and your engineers train for it.

Choose one military AI stack and intelligence-sharing may depend on compatible systems.

Once those decisions accumulate, switching becomes expensive.

That is why both Washington and Beijing care so much about standards today.

The country that sets standards can shape markets for decades.

The strategy carries risks for the United States.

If Washington demands exclusive alignment too aggressively, governments may resent the pressure and choose China simply because Beijing offers fewer political conditions.

U.S. technology companies also benefit from selling globally.

Restricting access can reduce revenue and slow the spread of American standards.

China faces the same dilemma.

Beijing is reportedly considering tighter control over access to its strongest AI systems, partly because it fears technology leakage.

Both powers therefore want global influence while simultaneously restricting the very openness that creates influence.

The AI race is becoming similar to earlier struggles over 5G, semiconductors and defence systems—but much broader.

Artificial intelligence is likely to sit inside medicine, banking, education, military planning, energy management and public administration.

Choosing an AI ecosystem may eventually look more like choosing a geopolitical sphere than buying software.

Countries such as India, Saudi Arabia, the UAE, Indonesia and Brazil will resist a binary choice.

They have enough scale to demand relationships with both sides.

Smaller countries may have less leverage.

The draft policy could therefore divide the world not into two perfectly separate camps but into degrees of technological alignment.

The open question is whether Pax Silica becomes the foundation of an American AI bloc strong enough to contain China—or whether forcing governments to choose convinces them that the safest strategy is to build independent technology ecosystems before Washington and Beijing make neutrality impossible.
