German investigators are examining an unusual attempted attack on the power grid near the Jänschwalde coal plant: improvised rocket-like devices launched conductive material into extra-high-voltage lines. The devices caused short circuits and briefly shut one generating unit, but they did not produce the large regional blackout the perpetrators may have intended.
Police discovered a double-digit number of launch devices around the Turnow-Preilack substation in Brandenburg, including unexploded material. The substation connects the large coal-fired Jänschwalde facility to the 50Hertz transmission network and is therefore a critical node rather than an isolated local transformer.
Descriptions such as ‘self-made missiles’ can sound more advanced than the mechanism. A device does not need precision guidance or a large warhead to threaten a grid. Conductive wire or material thrown across high-voltage lines can create faults, trigger protective shutdowns and damage equipment.
In this case, protection systems appear to have limited the impact. Two short circuits occurred and one plant unit went offline temporarily, while electricity continued to flow across the wider system. That is both a successful defense and a warning about how inexpensive tools can target expensive infrastructure.
The perpetrators have not been identified. Brandenburg Interior Minister Jan Redmann said investigators were considering foreign involvement as well as domestic left-wing extremism. Police will examine fingerprints, DNA, device construction, purchase records, communications and any claim of responsibility.
The suggestion that silence about Russia proves a left-wing climate group did it is faulty reasoning. Authorities may lack evidence, may be protecting an investigation or may be considering several hypotheses. Absence of one accusation is not proof of another.
A domestic extremist hypothesis is not invented from nothing. Germany has experienced attacks claimed by far-left groups, including the self-described Volcano Group’s sabotage of Berlin power infrastructure. Coal plants are also symbolic targets for radical environmental movements. Prior cases establish capability and motive categories, not the identity of the current attackers.
Foreign sabotage is also plausible in a Europe confronting repeated hybrid threats. A state actor could recruit local proxies or design an attack to resemble ideological activism. Germany’s separate attribution of the Leipzig airport drone plot to Russia makes officials especially alert, but the two incidents should not be joined without evidence.
The choice of a coal plant could be ideological, operational or deceptive. Jänschwalde is controversial because of emissions, but its grid connection is strategically valuable regardless of climate politics. Saboteurs often select a target that supports multiple narratives.
Calling the event an attack on the plant is slightly imprecise. The reported devices targeted transmission lines and the substation connection. That distinction matters for security planning: perimeter guards at the generating station cannot protect kilometers of exposed grid infrastructure.
Germany must improve resilience without treating political dissent as terrorism. Peaceful climate protesters, even those advocating closure of coal plants, are not responsible for anonymous explosive devices. Attribution based on ideology rather than forensics would undermine both civil liberties and the investigation.
Grid operators can reduce vulnerability through redundancy, sensors, rapid isolation and spare equipment. Publishing too much detail about weak points may help copycats, so authorities must balance transparency with operational security.

Physical grid security is especially difficult because transmission systems are designed to span open terrain. Hardening every tower is impossible. Operators instead need rapid detection, network reconfiguration, inventories of replacement components and coordination with police before a local fault cascades.
The case also tests public communication. Saying too little encourages conspiracy; saying too much may reveal vulnerabilities or contaminate witness accounts. Regular factual updates—devices recovered, damage confirmed and hypotheses still open—can preserve trust without prejudging attribution.
