Iran Buys Up to 400 Chinese MANPADS: Can QW-12 and FN-16 Missiles Close the Gaps Exposed by U.S. Airstrikes?

Iran is expected to receive hundreds of Chinese-made shoulder-fired air-defence systems within weeks, according to Reuters sources. The deal could strengthen protection against low-flying aircraft and drones, but it also creates proliferation risks and cannot replace Iran’s damaged long-range air-defence network.

Iran is expected to receive an initial shipment from a contract covering as many as 400 Chinese-made man-portable air-defence systems, according to three sources cited by Reuters.

The reported deal is valued at approximately US$60 million to US$70 million and includes QW-12 and FN-16 missiles. Deliveries could begin within weeks as Tehran attempts to rebuild air defences damaged or exposed during months of fighting with the United States and Israel.

If completed, the purchase would represent one of Iran’s largest publicly reported acquisitions of short-range foreign air-defence weapons during the conflict.

MANPADS are compact missiles that can be carried and fired by individual soldiers or small teams. They are normally designed to engage helicopters, low-flying aircraft and some drones at relatively short ranges and altitudes.

Their main military advantage is mobility.

A large radar and missile battery can be located by satellites, electronic surveillance and reconnaissance aircraft. A shoulder-fired system can be moved in a vehicle, concealed inside a building or deployed near a strategic site with little warning.

That makes MANPADS useful after an enemy has suppressed fixed air defences.

Iran’s recent experience explains the appeal. U.S. and Israeli forces have struck radar sites, air-defence batteries, missile facilities, ports, power infrastructure and command centres across the country. Mobile drones and low-altitude aircraft can exploit gaps between surviving systems.

QW-series and FN-series missiles could create an additional defensive layer around military bases, missile launch areas, industrial sites and leadership facilities.

They will not create an impenetrable shield.

Shoulder-fired missiles have limited range and depend heavily on operator training, warning time and target visibility. High-altitude bombers, standoff weapons and cruise missiles launched from beyond the engagement zone remain outside their effective role.

Modern aircraft can also use flares, infrared countermeasures, electronic warfare and tactics designed to avoid known MANPADS positions.

The weapons may be more useful against helicopters, drones and aircraft forced to fly low than against the main platforms conducting long-range strikes on Iran.

The Chinese Foreign Ministry has denied knowledge of the reported transaction, while sources described a complex commercial and transit arrangement involving a Hong Kong-based company and possible movement through Pakistan.

Pakistan has also rejected claims that it is facilitating Chinese arms deliveries to Iran.

Those denials do not automatically disprove the deal. Governments often avoid publicly confirming sensitive weapons transfers before delivery. Reuters based its report on unnamed sources familiar with the arrangement rather than official contracts released by Beijing or Tehran.

The route is politically important.

Transporting hundreds of launchers and missiles across international borders would require customs cooperation, secure storage and protection from interception. If Pakistan knowingly facilitates the shipment, it risks criticism from Washington and Gulf partners while balancing relations with China and Iran.

The deal would also test China’s position in the Iran war.

President Donald Trump recently claimed Xi Jinping had promised not to sell weapons to Iran. Beijing has presented itself as a diplomatic actor rather than a direct participant in the conflict.

A confirmed MANPADS sale would not equal Chinese entry into the war, but it would show that Beijing is willing to strengthen Iran’s defensive capacity despite U.S. objections.

China could argue that defensive missiles are different from offensive weapons and that Iran has the right to protect its territory.

Washington would respond that better Iranian defences make it harder to deter Tehran, protect shipping and strike facilities connected to missile or nuclear programmes.

There is also a serious proliferation concern.

MANPADS are among the most tightly controlled conventional weapons because they can threaten civilian aviation if transferred to non-state groups or stolen. Iran supports armed organisations across the Middle East, including Hezbollah, Iraqi factions and the Houthis.

No public evidence proves that these particular systems will be transferred outside Iran. The risk will nevertheless concern intelligence agencies and airlines.

The purchase may also reveal a limitation in Iran’s domestic arms industry. Tehran produces missiles, drones and air-defence systems, but the urgency of the reported contract suggests local production cannot quickly fill every battlefield gap.

Foreign acquisition can deliver immediate numbers while Iranian engineers study and potentially reproduce components.

Three hundred to 400 mobile launchers could complicate low-altitude operations across a large country. They could force American pilots and planners to behave more cautiously and use more expensive standoff weapons.

They cannot rebuild destroyed radar networks, guarantee protection for nuclear sites or stop a large, coordinated U.S. air campaign.

The open question is whether China is supplying Iran with a temporary defensive patch—or laying the foundation for a much deeper military partnership that continues after the current war ends.
