Iran, through its armed-forces spokesperson, has answered with its own warning: if Iranian fuel and energy infrastructure is violated, all energy, information-technology, and desalination infrastructure belonging to the United States and the "Zionist regime" in the region will be targeted. This is not just another exchange of threats. It may be a sign that the war is shifting toward the deliberate coercion of civilian systems.
Until now, even amid brutal escalation, many actors have tried to preserve a rhetorical distinction between military necessity and generalized infrastructure war. That distinction was always imperfect. Ports, radar systems, runways, refinery components, communications hubs, and dual-use facilities blur the line. But power plants and desalination systems push the debate into a different register. A state can survive damage to bases. Iran's response adopts symmetrical logic and asymmetrical geography. If its own fuel and energy infrastructure is targeted, then U.S. and allied infrastructure across the region becomes fair game. The inclusion of desalination and IT infrastructure is especially revealing. Those are not random categories. In Gulf states, desalination is not a luxury. It is life support. In modern economies, information infrastructure is not an accessory. It is the operating system for banking, logistics, healthcare, and governance. Iran is signaling that if the war crosses decisively into civilian systems, it knows exactly which regional systems are most fragile.
This is where the policy debate becomes stark. One school of thought says infrastructure war is already here, and pretending otherwise only advantages the side willing to exploit ambiguity. Gulf refineries, airports, ports, banking networks, and communications hubs have already been hit, directly or indirectly.
