Ukraine’s Patriot problem has crossed from strategic warning into battlefield reality.

During recent Russian missile attacks, Patriot launchers protecting Kyiv were empty.

Financial Times reporting says Ukrainian crews were unable to engage incoming ballistic missiles because they had already consumed the limited number of interceptors provided in previous packages.

The result is brutal.

Russia has identified one of Ukraine’s most important remaining vulnerabilities and is exploiting it.

Ballistic missiles travel much faster and are far harder to intercept than most drones or conventional cruise missiles.

Ukraine can destroy a large percentage of incoming attack drones with cheaper systems.

It can intercept many cruise missiles with NASAMS, IRIS-T, SAMP/T and other weapons.

Against Russian Iskander-class ballistic missiles and some hypersonic threats, Patriot remains the key system.

A Patriot launcher without interceptors is simply expensive infrastructure.

This is why Zelensky’s increasingly urgent pleas sound different from ordinary requests for more military aid.

He is asking for ammunition needed immediately to keep the country’s most important cities and energy facilities defendable.

German newspaper Die Welt describes the situation as increasingly desperate.

The core problem is not political willingness alone.

The world does not possess unlimited Patriot missiles.

The Iran war consumed large numbers of American and allied interceptors.

Gulf states need them.

Israel needs them.

U.S. bases need them.

Washington wants reserves for a potential conflict in Asia.

Ukraine is competing against all those requirements.

Production is expanding.

Production still moves far slower than wartime consumption.

There are two major Patriot interceptor families relevant to the debate.

PAC-3 missiles are the most advanced anti-ballistic option and use hit-to-kill technology.

Lockheed Martin controls critical intellectual property and production know-how.

Ukraine wants a licence to build them domestically.

That sounds like an obvious long-term solution.

It is technically and politically complicated.

A PAC-3 factory requires specialised equipment, supply chains, quality assurance and protected technical knowledge.

A production licence cannot turn into missiles within months.

Security is another concern.

Any advanced manufacturing site inside Ukraine would be a prime Russian target.

Western companies also worry about sensitive technology being captured through espionage, sabotage or battlefield compromise.

Die Welt therefore argues that expectations of rapid PAC-3 manufacturing inside Ukraine are unrealistic.

Zelensky himself has acknowledged that licensed production could take years.

Ukraine needs missiles now.

That shifts attention toward the older PAC-2 GEM-T interceptor produced by Raytheon.

PAC-2 is larger and uses a fragmentation warhead rather than the PAC-3’s direct-hit design.

It remains useful against aircraft, cruise missiles and some ballistic threats.

Germany is building licensed production capacity at Schrobenhausen.

Construction began in 2024 and the facility is expected to become operational around this autumn.

Reports have suggested annual production around 240 missiles once running, though exact future output remains commercially and politically sensitive.

That sounds promising until existing demand is considered.

Germany, Spain and the Netherlands have already ordered large numbers of missiles.

European NATO states depleted inventories over decades of low production.

Ukraine cannot simply take every missile coming off a new line.

Production must increase beyond planned output if the plant is going to transform Kyiv’s near-term supply.

The scale of Russian attacks makes the arithmetic punishing.

A single large strike can include dozens of ballistic missiles plus hundreds of drones and cruise missiles.

Defenders may fire more than one interceptor against a high-value incoming missile.

Even hundreds of additional Patriots can disappear quickly during sustained war.

That is why Zelensky has floated requests tied to percentages of U.S. stockpiles.

It is also why Western governments hesitate.

They are not deciding whether Ukraine deserves protection in the abstract.

They are deciding how much national air defence they can transfer while retaining their own war plans.

Russia understands this dilemma.

Its strategy increasingly appears designed to exploit interceptor economics.

Cheap drones force Ukraine to reveal and exhaust defences.

Cruise missiles complicate targeting.

Ballistic missiles then attack the most important sites.

The attacker does not need every missile to hit.

It needs enough defensive missiles to be consumed that eventually some attackers face empty launchers.

The Iran war made that problem global.

The same Patriot missile needed in Kyiv may also be needed over Doha, Riyadh or an American airbase.

This is the strategic failure behind the shortage.

Western countries spent decades operating with production lines sized for peacetime consumption.

Modern missile warfare burns inventory at rates those factories were never designed to replace.

Europe is now trying to rebuild capacity during the war rather than before it.

Ukraine is paying for the delay.

Alternative technologies may eventually reduce dependence.

Europe is expanding SAMP/T.

Ukraine is developing interceptors and long-range strikes against Russian missile launchers and factories.

Lasers and cheaper anti-drone systems can preserve Patriot missiles for ballistic targets.

None offers an immediate substitute for a PAC-3 when an Iskander is descending toward Kyiv.

The open question is no longer whether Patriot production should increase.

Everyone agrees it should.

The question is whether factories in the United States and Europe can expand fast enough to refill allied inventories before Russia exploits the current shortage to destroy the infrastructure Ukraine needs to survive another winter.
