President Volodymyr Zelensky has warned airlines, insurers and passengers that Russian airspace is becoming ‘completely dangerous’ as Ukrainian drones appear over more of the country. He says Ukraine does not target civilian aircraft; the strategy is to make Russia’s war close its own sky.

The distinction is important but not reassuring. A drone need not deliberately attack an airliner to disrupt a major airport or create collision and misidentification risks. When authorities cannot determine a target’s path, they may halt departures, divert arrivals and close sectors as a precaution.

Ukraine’s pressure campaign appears designed to impose economic and psychological costs far from the front. Repeated drone alerts around Moscow can delay business, strain air defenses and demonstrate that the Kremlin cannot fully insulate the capital from a war launched against Ukraine.

The claim that Russian airspace is ‘de facto closed’ is rhetorical. Western airlines already avoid much of Russia because of sanctions and security assessments, but Chinese, Gulf and other carriers still use Russian routes. Closures are often local and temporary rather than nationwide.

Those temporary disruptions can still accumulate. Airlines need predictable schedules, insurers price uncertainty, and passengers may choose alternative routes. A few inexpensive drones can create costs far beyond their explosive payload by forcing airports to follow safety protocols.

Russia will call the campaign terrorism or a threat to civil aviation. Ukraine argues that Russia normalized attacks on airports, energy and logistics and must experience consequences of the war. International humanitarian law distinguishes military objectives from civilian objects, but dual-use aviation infrastructure creates contested assessments.

Zelensky’s assurance that no civilian aircraft will be targeted is a meaningful stated policy, not a technological guarantee. Long-range drones can lose navigation, air defenses can fire interceptors and debris can fall. Electronic warfare may redirect an aircraft unpredictably.

History makes the risk more than theoretical. The destruction of Malaysia Airlines Flight MH17 over eastern Ukraine in 2014 and the 2024 downing of an Azerbaijani passenger aircraft after air-defense activity show how secrecy, misidentification and conflict airspace can produce catastrophe.

The user-supplied interpretation links the timing to explosive drones near a Ukrainian cargo plane at Leipzig airport. No public evidence demonstrates coordination. The Leipzig incident occurred in Germany, which attributes it to a Russian hybrid operation; Moscow denies that finding. Similar timing and shared use of drones do not establish a common command.

Ukraine may indeed intensify operations around Moscow airports. Russia will adapt by moving defenses, improving detection and imposing more restrictive procedures. That adaptation is not cost-free: systems defending airports cannot simultaneously protect refineries, bases and other targets.

Retaliation is also likely. Russia has repeatedly answered Ukrainian long-range strikes with larger attacks on Ukrainian energy and logistics. But describing every Russian strike as ‘backfire’ caused by Ukraine obscures Moscow’s agency and its established campaign objectives.

Airlines should rely on formal notices, state risk assessments and insurer guidance rather than viral maps. Governments have an obligation to share timely threat information without disclosing operational details that would help attackers.

Further context

There is an additional sovereignty question. Ukraine argues it may strike military targets used to wage aggression, while Russia insists cross-border attacks justify wider retaliation. Allies supplying technology may impose conditions, but locally produced drones give Kyiv more independent control over range and timing.

Civil-aviation bodies should not wait for a tragedy to clarify risk. Airlines need shared threat information about active corridors, jamming and defensive engagements. Commercial secrecy and military secrecy cannot become excuses for leaving flight crews with an incomplete picture.

Russia also bears a duty to manage its skies transparently. Concealing closures or understating drone activity may protect morale but denies airlines information needed for risk decisions. Ukraine’s warning is adversarial, yet independent aviation data—not either belligerent’s reassurance—should guide commercial operations.

Airport harassment is likely to produce adaptation rather than permanent paralysis. Mobile defenses, decoy procedures and more frequent closures may reduce strike success while increasing daily economic cost. The balance between those effects will change as both sides learn.

What to watch next

Watch Russian airport-closure data, airline route changes, Ukrainian targeting statements and any near-miss investigations. The strategy may impose asymmetric costs on Moscow, but its success should be measured alongside the chance that one uncontrolled drone or interceptor creates a civilian disaster.
