Metro operations changed, customers left businesses, postal services paused and millions of people repeatedly recalculated whether to shelter.

The theory behind the phrase “permanent air raid” is straightforward. Instead of launching every drone and missile in one concentrated package, Russia can send smaller groups at intervals. Each detected threat may trigger alerts across a large area. Defenders must keep radars, mobile teams, aircraft and command centers active while civilians and businesses repeatedly interrupt normal activity.
This has economic effects. Kyiv Metro stops or restricts trains on exposed sections while underground stations serve as shelters. Nova Poshta and retailers may suspend customer service. Schools, cinemas, gyms and offices follow safety protocols. Even if a drone is intercepted outside the city, the time lost is real.
It also has psychological effects. Frequent alarms create exhaustion and habituation. Some residents eventually ignore warnings, increasing danger when a major strike arrives. Civil-defense policy must balance false-alarm fatigue against catastrophic under-warning. Narrower alerts can preserve economic activity but may leave residents with less time when drones change route. Broader alerts are safer in uncertainty but impose costs across areas never struck. Better radar coverage, acoustic sensors and automated track-sharing can shrink that tradeoff. The same technologies used to guide interceptors can help authorities warn only the districts genuinely at risk—if systems remain connected during electronic warfare and power cuts.
