Trump Weighs Blacking Out Tehran: Can Bombing Iran’s Energy Grid Force Peace—or Turn Millions of Civilians Into Leverage?
U.S. and Israeli officials are reportedly considering a major campaign against Iranian energy infrastructure to force Tehran to accept ceasefire terms. Iran has threatened retaliation against Israeli critical infrastructure and American energy facilities across the region.
The United States and Israel are reportedly preparing options for one of the harshest bombing campaigns of the Iran war, with energy infrastructure becoming a central pressure point.
Axios and CBS are cited in reports saying Washington is considering strikes on Iranian oil, gas, electricity and related infrastructure to force Tehran to accept American ceasefire terms.
One option reportedly discussed would disrupt or shut down electricity across Tehran.
President Donald Trump has also said Iran will eventually be unable to withstand continued American attacks.
Iran says it has prepared a response plan. Iranian officials warn that attacks on their energy system would trigger strikes against Israeli critical infrastructure and American energy facilities across the Gulf and wider region.
These are reported plans and threats, not evidence that a final target list has been approved.
The strategy is based on a simple theory: military strikes have damaged Iran’s armed forces but not compelled political surrender, so attacking the systems supporting the economy and daily life may create unbearable pressure.
That theory carries enormous risks.
Energy infrastructure is often dual-use.
Electricity powers radar stations, missile facilities, military communications and factories. Oil and gas revenue funds the state and its armed forces. Pipelines, refineries and power plants can therefore make an effective contribution to military action.
They also sustain hospitals, water pumps, food refrigeration, public transport, homes and telecommunications.
A strike intended to weaken the IRGC can simultaneously shut down intensive-care equipment, sewage treatment and drinking-water distribution for civilians who have no control over Iranian military policy.
The legal question is not whether energy facilities can ever be targeted.
International humanitarian law allows attacks on objects that qualify as military objectives. The attacker must still verify the military contribution, take feasible precautions and avoid civilian harm excessive in relation to the anticipated military advantage.
A nationwide or capital-wide blackout is much harder to justify than a narrowly targeted strike on power serving a specific military installation.
The foreseeable consequences extend far beyond the moment of impact.
Tehran is a vast metropolitan area. Electricity failure during extreme heat can kill vulnerable residents. Hospitals may have generators, but fuel and maintenance are limited. Mobile networks and payment systems can fail. Water pressure falls when pumping stations stop.
Transformers and grid-control equipment can take months or years to replace, especially under sanctions.
The United States may seek non-destructive or temporary options, including cyber operations, attacks on substations or disruption of transmission rather than destruction of generation.
Those approaches can reduce physical damage, but cyberattacks on complex grids can also spread unpredictably.
Iran’s retaliation threat creates a wider energy war.
American forces operate near oil terminals, refineries, pipelines and desalination systems throughout the Gulf. Israel has power stations, gas platforms, ports and water infrastructure within range of Iranian missiles and drones.
Iran may not need to match a strike target-for-target. It could attack Saudi, Kuwaiti, Emirati or Qatari facilities connected to U.S. operations, arguing that they support American aggression.
That would force regional governments to choose between hosting U.S. forces and protecting their infrastructure.
The economic consequences would become global.
Iranian energy exports are already constrained. Strikes on Gulf facilities or shipping routes could raise oil and gas prices sharply, disrupt electricity generation in importing countries and increase transport costs.
The pressure strategy could therefore hurt American and European consumers while giving other producers higher revenues.
Russia may benefit from elevated energy prices even while assisting Iran militarily.
Supporters of the campaign will argue that Iran uses energy revenue to fund missiles, drones and regional armed groups. They will say limited military strikes have failed and that a credible threat to the regime’s economic survival may be the only way to secure a ceasefire.
Critics will describe the strategy as collective punishment disguised as coercive diplomacy.
History offers warnings.
Bombing electricity systems can produce immediate military disruption but often strengthens nationalist resistance. Governments blame the foreign attacker for civilian hardship and tighten internal control.
Iran’s leadership may conclude that surrender after infrastructure attacks would invite further coercion.
The campaign could also accelerate the nuclear question.
If conventional deterrence fails and national infrastructure can be destroyed at will, Iranian leaders may decide that only a nuclear weapon can prevent future attacks.
Trump’s claim that Iran will eventually become unable to endure the strikes assumes that pain produces compliance before it produces escalation.
That outcome is not guaranteed.
A state can lose power plants and still launch missiles. A population can suffer enormously while political leaders remain protected in hardened facilities.
The central question is therefore strategic as well as legal.
What exact ceasefire term is Washington trying to enforce? How would success be measured? What happens after the grid is damaged? Who repairs it, and under what sanctions regime?
Without a clear answer, bombing energy infrastructure risks becoming an open-ended attempt to make civilian life progressively worse until Tehran gives in.
The open question is whether the threat will force Iran to compromise—or begin an energy war capable of blacking out cities far beyond Tehran.
